Not sure, but I do know that some of the more official guards earn a salary on top of tips. When I was a waiter at the Pavilion years ago, for example, the Pavilion manager used to sit and drink with us. He told us that the guards earn an hourly rate which was more that what we were earning in the restaurant! Add tips to that, and well, they probably were taking home a bigger pay cheque. They were not supposed to be officially accepting tips, but telling someone not to take free money is a pretty futile exercise, and the general public didn't know that so they just tipped anyway.
